The 4d “Forgery” of the 2 1/2d

Little seems to be known about the 4d “forgery” which crudely copies the design of the 2 1/2d and is nearly always cancelled by a violet Belfast DE 17 / 98 cds (I have found one uncancelled). It seems to me like some sort of toy stamp, but I have been unable to find anything in past literature that can shed any light on the matter. For now at least I’m compiling a census of every example I can find. Any help will be very much appreciated.
